DESCRIPTION:About the Program\nThe Comprehensive Energy Assistance Program
  (CEAP) combines education and financial assistance to help low-income con
 sumers reduce their utility bills. Services include utility payment assist
 ance for electric\, natural gas and propane.\n\nCCSCT assigns priority to 
 households with the least amount of income and the greatest energy costs. 
 Priority is also given to vulnerable individuals 60 years and over\, perso
 ns with disabilities and families with children five years of age or under
 .\n\nUtility Assistance Component: Payments to assist low-income household
 s to reduce their home energy costs and are based on the previous 12 month
  billing cycle. \nPayments are based off the previous 12-month billing his
 tory. Low-income households with a vulnerable priority member may receive 
 assistance up to their allocation limit. Households with non-vulnerable me
 mber may receive six months of assistance up to their allocation limit. \n
 Service and Repair of heating and cooling appliance components up to $9\,0
 00 for vulnerable households depending on availability of funding.
